The Executive Director of Solidaire Governance Forum, Benjamin Essuman says corruption is the greatest obstacle towards a successful policy implementation in Ghana.
Speaking at a press soiree on Wednesday, June 30, 2021, he stressed that the canker “remains a bane in our development drive.”
According to a recent IMF Country Report No. 19/3672019 on ARTICLE IV CONSULTATION, corruption remains high in Government through rampant dissipation of public funds, thereby creating avoidable poverty trends.
For instance, the report indicated that GIFMIS being an Oracle Enterprise Suite and which can be used to process forex transactions using the Accounts Payable (AP) Module, remain a conduit for corruption.
“…during our review of the Public Accounts on GIFMIS, we noted that transactions executed and amounting to two billion, three hundred and thirty-four million, one hundred and ninety-four thousand, four hundred and thirty-eight Ghana cedis (GHC2,334,194,438) could not be traced to any MDA, as defined in the Chart of Accounts.
“We, however, noted that the expenditure was designated in the chart of accounts as an unspecified organization thus, throwing in public doubt, its regularity,” the IMF report stated.
Recognizing these state of affairs, Solidaire Ghana, Essuman said will provide that leverage, using the “AGENDA FOR GHANA SERIES”—a platform that will be shared by the forum’s distinguished and accomplished Fellows to propose relevant alternatives to assist “our country grow and develop.”
“The proposals by the Fellows of SOLIDAIRE GHANA, when deplored judiciously and expertly, will in no doubt help to accelerate and transform our country, substantially,” Essuman stated.

At the apex will be the Board of Directors, which shall be responsible for policy prescription and direction.
They will also ensure that management headed by the Executive Director shall undertake comprehensive research aimed at improving living standards and providing insights into the felt needs of the people, resulting from the actions and inactions of government at every material moment on the lives of the people of Ghana.
Then also, there is a body of Honorary Fellows led by the Honorary President. These are men and women who have shown great intellect in various fields of human endeavors.
They shall provide the necessary technical and educative insights into how the implementation of various policies have impacted the ordinary Ghanaian, an analysis of the living conditions of the Ghanaian, the character of the Ghanaian amid depravity, and the responses of Ghanaians as they go through various policies and programs of successive governments.
