Domelevo calls for abolition of Audit service board

Former Auditor-General Daniel Domelevo has advocated for the abolition of the Audit Service Board. His call follows a contentious period leading up to President Akufo-Addo’s decision to place him on leave in 2021.

 

Domelevo argues that the board undermines the Auditor-General’s independence by controlling personnel appointments. Speaking at the 2024 Domelevo Accountability Lectures in Accra, he stated, “My personal considered opinion, given what I have experienced, is that the board is not necessary for an independent institution.”

 

He pointed out a constitutional contradiction: “The constitution specifies that the Auditor-General performs his duties without direction or control from any other person. Yet, the same constitution establishes a board that appoints staff for the Auditor-General. If the board controls staffing, it can influence the Auditor-General’s work, as seen in past conflicts.”

 

Domelevo also noted that in other countries, such as Sierra Leone, similar laws have been adapted differently. “Sierra Leone, which closely followed our audit service laws, made their board advisory and appointed the Auditor-General as its chair,” he explained.
