Finance Minister submits GH¢68.1bn Mini-Budget for first quarter of 2025

The Minister of Finance, Dr. Mohammed Amin Adam, has presented the Expenditure in Advance of Appropriation to Parliament, outlining plans to cover government operations from January to March 2025.

The proposed mini-budget, valued at GH¢68.1 billion, is designed to address essential government expenses during the first quarter of the year. According to Dr. Amin Adam, this provision ensures the smooth functioning of the state until the incoming administration presents its full-year budget for the remainder of 2025.

Key allocations in the proposal include funding for public sector salaries, statutory obligations, critical infrastructure maintenance, and social intervention programs. The Finance Minister emphasized that this arrangement is a constitutional requirement during transition years to prevent fiscal disruptions.

Second Deputy Speaker Andrew Asiamah Amoako has referred the document to the Budget and Finance Committees for a detailed review. The committees are expected to analyze the figures and accompanying policies before reporting back to the House for debate and approval.

Parliament is scheduled to reconvene on January 2, 2025, for Dr. Amin Adam to formally present the mini-budget. This session will set the stage for deliberations and decisions on the proposed expenditure.
