Minister of State at the Ministry of Energy, Herbert Krapa, has announced that ongoing stakeholder consultations are being conducted to finalize the proposed merger between the Public Utilities Regulatory Commission (PURC) and the Energy Commission of Ghana.
The merger proposal, which has garnered attention from both industry experts and policymakers, seeks to enhance the efficiency of regulatory functions, reduce operational costs, and eliminate potential overlaps in Ghana’s energy sector oversight.
One notable supporter of the merger is the Institute of Energy Security, which has emphasized that the consolidation of these two regulatory bodies will not only lead to cost savings but also improve the effectiveness and overall efficiency of energy regulation in the country.
Speaking during a media interview at the Energy Ministry’s event marking Customer Focus Week, Mr. Krapa highlighted that the ultimate goal of the consultations is to achieve a more efficient regulatory system. He stated, “My position is the position that will be the outcome of the stakeholder consultation. What we are looking for is an efficient regulator, whether the technical and the financial are put together to ensure that we are more efficient, and more effective, or whether we continue to decouple them.”
He emphasized that the process is still ongoing and that the aim is to ensure a regulatory framework that serves the interests of the Ghanaian people, adding, “The consultations are ongoing. My position is the position of the outcome of the consultations, ultimately culminating into an efficient regulator for the benefit of the Ghanaian people.”
Mr. Krapa also urged all agencies and departments under the Energy Ministry to prioritize the improvement of the services they offer to their clients. “I am excited that we have been able to celebrate this Client Focus Week, and marked it, and I understand that we are the only ministry that is doing so. It speaks to how seriously we take our clients, where our theme is to ensure that we are going beyond and above ourselves,” he said.
He expressed hope that the event would serve as an opportunity for the Ministry and its agencies to reflect on ways to enhance customer service, stating, “I hope that it will be an opportunity for all our agencies and the ministry as well to reflect on how we can improve on the services that we provide to our customers.”
